Our members are dedicated residents from across the Santa Ynez Valley, including Solvang, Santa Ynez, Ballard, Los Olivos, Buellton, and Los Alamos, who are united in their commitment to preserving the area’s character, history, and natural beauty. We come from diverse backgrounds, including homeowners, business owners, and community leaders, all working together to address a range of critical issues. Beyond advocating for responsible development, we also focus on ensuring public safety, maintaining the architectural integrity of our towns, and being a strong voice for citizens in shaping the future of the valley.
The Santa Ynez Valley Citizens Council (SYVCC) was founded by a group of concerned residents who saw the need to protect the unique character, history, and natural beauty of our valley and its communities. As large-scale developments threatened to bypass local planning efforts and reshape our small towns, we came together to advocate for responsible, sustainable growth. Working alongside our neighbors, local government, and experts, we formed SYVCC to ensure that development in our region honors the vision laid out in our General Plans, safeguarding the future for generations to come.

President
Dennis Beebe, a retired U.S. Air Force Officer, has lived in the Santa Ynez Valley for over 20 years and is deeply engaged in his local community. He served as a director on the Cachuma Operation and Maintenance Board and is a past president of both the Santa Ynez Valley Natural History Society and Arts Outreach. Dennis is also the founder of the Flat Fender Friends, a group dedicated to restoring and displaying WWII-era military vehicles. He served as a docent for both NatureTrack and the UCSB Sedgwick Reserve, demonstrating his commitment to environmental education and historical preservation in the valley. His work reflects a deep commitment to history, community spirit, and environmental stewardship in Solvang and the Santa Ynez Valley.
Vice President
Brian Carrillo brings over four decades of expertise in building and construction, specializing in large-scale commercial and public projects throughout the Western United States. Renowned for his exceptional communication and community outreach abilities, Brian is a passionate advocate for responsible development and the preservation of the Santa Ynez Valley's distinctive character. He is deeply involved in the community and is a Member of the Solvang Rotary Club, the Chambers of Commerce of Solvang and Santa Ynez. Brian also serves in the Mission Oaks Homeowners Association, reflecting his commitment to local engagement and stewardship.
Secretary
Craig Kent has been a resident of Solvang, California, for over 45 years, bringing a wealth of experience and commitment to his community. A retired professional from Hughes Aircraft and Raytheon, Craig now serves as a part-time contractor and consultant to NASA Goddard, continuing his impactful career in aerospace. Beyond his professional achievements, he has been an active participant in Solvang’s community development efforts since 1980. While not a member of the General Plan Advisory Committee, he has contributed valuable input to the City’s General Plan process, helping shape the long-term vision for Solvang. His dedication to community involvement reflects a commitment to preserving the unique character of the Santa Ynez Valley.

Katherine Kusske is a dedicated member of the Santa Ynez Valley Citizens Council, bringing a wealth of experience in HR strategic leadership and employee relations. With a background in senior HR roles at organizations like Starbucks, Medtronic, and Cedars-Sinai, Katie is passionate about fostering strong community engagement and supporting local initiatives. Her expertise also extends to managing workplace investigations and strategic HR initiatives, making her a valuable asset in advocating for the preservation of the Santa Ynez Valley’s unique character and the responsible management of local development projects.
Al Cortese, a retired lawyer and 10-year resident of Solvang, practiced law for over 50 years in Philadelphia and Washington, DC, specializing in antitrust, corporate regulation, and public policy reform. Now dedicated to preserving the small-town character of the Santa Ynez Valley, Al advocates for thoughtful growth that maintains the area’s charm and beauty while enhancing the quality of life for residents. He strongly opposes development that disregards the community’s values and works tirelessly to ensure growth aligns with sustainable, responsible planning that protects the environment. Al’s extensive legal experience, combined with his passion for the valley, makes him a key member of the Santa Ynez Valley Citizens Council (SYVCC).
Lansing Duncan, a long-time resident of Solvang and the Santa Ynez Valley, has a rich history of community involvement and public service. With a background as a landscape designer and contractor, Lansing has dedicated years to enhancing the area's quality of life through thoughtful planning. His expertise and commitment have been instrumental in numerous community planning initiatives, particularly those addressing circulation, infrastructure, and sustainable growth. Lansing has worked closely with local committees, contributing valuable insights to projects that help maintain the valley’s charm and functionality. His dedication to community well-being and development continues to shape the region’s future.
Stephen Martin, a former attorney and long-time resident of Solvang, is a dedicated member of the Santa Ynez Valley Citizens Council. A passionate bicyclist and nature enthusiast, Steve enjoys writing, outdoor activities, and exploring the natural beauty of the Santa Ynez Valley. With a deep appreciation for the region’s landscape, he is committed to preserving its unique character. Steve advocates for responsible growth and development that balances environmental protection with the needs of the community, ensuring that future development respects both the valley’s charm and resources.
