Our members are dedicated residents from across the Santa Ynez Valley, including Solvang, Santa Ynez, Ballard, Los Olivos, Buellton, and Los Alamos, who are united in their commitment to preserving the area’s character, history, and natural beauty. We come from diverse backgrounds, including homeowners, business owners, and community leaders, all working together to address a range of critical issues. Beyond advocating for responsible development, we also focus on ensuring public safety, maintaining the architectural integrity of our towns, and being a strong voice for citizens in shaping the future of the valley.
The Santa Ynez Valley Citizens Council (SYVCC) was founded by a group of concerned residents who saw the need to protect the unique character, history, and natural beauty of our valley and its communities. As large-scale developments threatened to bypass local planning efforts and reshape our small towns, we came together to advocate for responsible, sustainable growth. Working alongside our neighbors, local government, and experts, we formed SYVCC to ensure that development in our region honors the vision laid out in our General Plans, safeguarding the future for generations to come.

Dr. Cynthia Mathews is a distinguished professional and respected community leader in the Santa Ynez Valley, California. Holding a Doctorate in Business Administration, she has an extensive background as a corporate consultant, working with the construction, government, and non-profit sectors. Her work has particularly focused on supporting low-income seniors and veteran communities, bringing valuable expertise to projects that prioritize social impact and sustainability. Dr. Mathews is known for her dedication to preserving the unique character of the valley while advocating for inclusive and responsible growth. Through her leadership and professional expertise, she exemplifies a commitment to enhancing both the social and environmental quality of life in the region.
Secretary
Craig Kent has been a resident of Solvang, California, for over 45 years, bringing a wealth of experience and commitment to his community. A retired professional from Hughes Aircraft and Raytheon, Craig now serves as a part-time contractor and consultant to NASA Goddard, continuing his impactful career in aerospace. Beyond his professional achievements, he has been an active participant in Solvang’s community development efforts since 1980. While not a member of the General Plan Advisory Committee, he has contributed valuable input to the City’s General Plan process, helping shape the long-term vision for Solvang. His dedication to community involvement reflects a commitment to preserving the unique character of the Santa Ynez Valley.
Vice President
Dennis Beebe, a retired U.S. Air Force colonel, is a dedicated and engaged community member in Solvang, California. As the founder of the Flat Fender Friends, a group of veterans and enthusiasts who restore and display military vehicles—especially WWII-era jeeps—Dennis fosters appreciation for military history and veteran contributions. Beyond his historical interests, he serves as a director of the Santa Ynez Valley Natural History Society, underscoring his commitment to environmental education and conservation. Dennis also volunteers as a docent with NatureTrack and the UC Sedgwick Reserve, contributing to local outdoor education initiatives. His work reflects a deep commitment to history, community spirit, and environmental stewardship in Solvang and the Santa Ynez Valley.

Michelle Neels, a dedicated resident of Solvang, California, is an influential figure both in the local community and the interior design industry. As the owner of Michelle Neels Interior Design, a full-service interior design firm she founded in 2004, Michelle has worked on a variety of residential and hospitality projects, showcasing her expertise and creativity. Beyond her professional endeavors, she is deeply committed to community service and advocates for responsible, sustainable development that preserves the unique character of Solvang and the surrounding Santa Ynez Valley. Michelle actively participates in community planning discussions and works to promote balanced growth that respects local values.

Lansing Duncan, a long-time resident of Solvang and the Santa Ynez Valley, has a rich history of community involvement and public service. With a background as a landscape designer and contractor, Lansing has dedicated years to enhancing the area's quality of life through thoughtful planning. His expertise and commitment have been instrumental in numerous community planning initiatives, particularly those addressing circulation, infrastructure, and sustainable growth. Lansing has worked closely with local committees, contributing valuable insights to projects that help maintain the valley’s charm and functionality. His dedication to community well-being and development continues to shape the region’s future.

Brian Carrillo is a seasoned expert in building and construction, with over 40 years of experience working on large-scale commercial and public projects across the Western United States. Known for his strong communication and outreach skills, Brian is a dedicated advocate for responsible development and preserving the unique charm of the Santa Ynez Valley. He actively engages with the community through his roles with the Santa Barbara Trust for Historic Preservation, the Santa Ynez Valley Western Heritage Foundation, and as a board member of the Mission Oaks Homeowners Association. Brian is also expanding his service efforts through involvement with the Solvang Rotary Club.
